Envelope Icon gone in 2000

I have a user that does not receive the new email envelope icon upon receiving new email. She is using Outlook 2000 and the only articles I have found pertain to 2002

Any help would be appreciated

One thing I neglected to mention is that the envelope option is not there at all. Is there some registry entry that has to be turned on? I have checked this on several machines and none of them seem to have that option, but the other machines have the envelope pop up when a new item arrives.
