Entering data in cells given a certain date

I own a personal training business. Right now I have to look at all m
clients accounts to see who owes me money, then take that name, amount
and payment type and enter it into my monthly ledger. I am trying t
get my clients accounts to automatically enter into my monthly ledge
when the payment day comes. The payment is withdrawn from my client
bank accounts every two weeks. My monthly ledger has 30 cells in whic
to enter all money coming in or going out for a given month. There i
no designated cell for a certain day, if there is an entry to be mad
it is entered into the next available cell.

I am confused as how to get the worksheet to recognize, given a certai
day, when there is data in a cell and to put a value in the next empt
cell. Is there some DATE function I can use so the worksheet wil
know what day it is?

Any help would be greatly appreciated. Thanks
 
Maybe something like

=IF(MOD((TODAY()-A1),14)=0,"Do the payment","Wait")

where A1 holds the customer's first paydate
