Enter 1 but appears as 0.01

I'm having a problem entering data (numbers) into cells. If I type in a
number, say 1, it appears as 0.01. 100 appears as 1, 1000 as 10...and
so on. I've tried going to format then cells, then on the number tab
and clicking on general but that doesn't work.

Perhaps there's a simple solution but I can't seem to find it. Please
help.

Tools/Options/Edit and DEselect "Fixed Decimal Places"
