I recently updated from Win98SE. In that system I was
able to elect "English International" as my operating
language. This provided single-keystroke access to the
diacritical marks, such as the umlaut, the cedilla, the
tilde, circumflex and the accents, whiuch I frequently
need. I can find no such election or provision in XP.
Surely there must be some method of accessing the
diacriticals without the ridiculously laborious one-by-
one selection from the Character Map?
 
You need to select it as your keyboard in Regioanal Settings and Languages -
Languages - Details - Add
