Enforce turn off of monitor

I am admin on a network of about 20 PCs.

On shutdown is there any way to enforce automatic turn off the user's
monitor? Failing that can I make a popup message appear when they select
Shut Down?

Thanks in advance.

During shutdown, the monitor will turn off, of course. So I'm not sure what
it is you're trying to do.
