Does anyone knows how to make it work with an ordinary
user account? I don`t know the registry keys one needs to
set special permissions so the ordinary user group can
change the energy options icon in the system tray and the
options it shows.

If you mean the Power Options in Control Panel, only users with
Administrator privileges (in XP Home) and Power Users (in XP Pro) can change
those settings.

Sorry, but this key is already set to let full control
over it, there must be another key under LOCAL_MACHINE
which holds the policy the computer uses (I think the
content of the CURRENT_USER key is copied to the
LOCAL_MACHINE key each time the user who has
administrative rights logs in)
