Endless restart loop while booting!

When I boot up, I will be brought to the screen where it asks if I want to start in Safe Mode, Regular, Ect... (This is not normal). When I choose normal or best settings, Windows will procede to the Loading screen. (Logo, Progress bar). The progress bar will move like normal for a few seconds and then the computer will restart, putting me back at the screen in which I have the choice of Safe Mode, ect. If I try Safe Mode, many filenames will list down the screen and I will restart. The worst part is, however, I cannot get boot disks working. When I put them in, nothing is detected. It is run as I described it

I have just been browsing the boards some more and found that a couple others have the exact same problem. Could this be a boot sector virus? Anyway..

1-SAFE MOD
2-SAFE Mode with networkin
3-safe mode command prom
4-option to start with last know good configuratio
5-start windows normall

There are the choices I get
 
This is exactly what is happening to my computer. I am so
frustrated. Please pass on any tips you learn. how long
has your system been doing this? Mine is going on two
days.
