End Program at shutdown of XP

I cannot shutdown my computer correctly, I keep getting
an window that says "End program-C\Windows\sysstem32
\commans.c...and tells me the program is still running
and I will lose all unsaved data, if I hit end task the
computer will still not shutdown. I am in a loop, I do
not know how to get around it.
