I use True Crypt on my thumb drive -- and need a password to access those
files.

I also need a password to access the thumb drive itself.

Can someone explain why it's "safer" to encrypt files when the drive itself
is password protected?

It is called "added layers of protection". Whether it is necessary for the
protection of these particular files or not, is up to you to decide.
