encryption fix-recovery agent

I have a secondary hard drive- for all my audio and vid files; It was encrypted and hidden; Then I had the BSOD and had to reform my primary drive; reinstall XP, etc. Now it will not allow me to open files; I can view contents of the drive but, then "acces denied" pops up!! I have tried "help" and have tried to enable "recovery agent"; It's asking for a .cer file and a public/private key! I am the administrator and owner of this network, I realize that encryption is a method that protects and prevents others from accesing "sensitive" folders, but, how do I recover my own data?
 
If you didn't back up the cert keys the only thing you can do is take the
drive to a service that retrieves files from dead hard drives and see if
they can do it. Those keys are the only way to unlock those files using
Windows XP.

When you re-formatted the primary drive. You deleted the SID and
encryption certificate for your account. So, Now Windows has no way to
know that it is "Your own data". I have no sympathy for you people that
would encrypt files without taking the time to make you sure you
understand how encryption works and how to recover your data.
