encripted sites

whenever I attempt to enter an encripted website, I am
thrown to the "cannot load page". I have determined the
problem to be "Internet Explorer" and a possible corrupt
certificate. However, I cannot fix the problem.
Downloading Internet Explorer simply overlays the existing
one and the same problem continues. Anyone have a solution?
