Encoding option "reload the current document"

In MS Excel when I open Tools-Options-General-Web Options-Encoding I can't access list "reload the curent document as". It is grayed out!
Is it problem with installing custom options in Excel ?

It sounds like it's used with web junk. I saved an excel file as .htm and then
tried this and it was enabled.

It sure looks like you have to load a "web" page version of the file to start.

Hi i did what you have mentioned but the same issue is still appear how i can fix it , also this thing made the saving for any file to text tab goes in wrong way
