Turn the Volume button down on your speakers. That's one way.
The other is to go to the Control Panel>Sounds & Audio>Sounds tab

I've got all the sounds turned off on Sound tab. Encarta encyclopedia is not
listed there.

I don't have Encarta, but there must be a setting under options somewhere to
turn off sounds.

Tools/Options/ uncheck "play start up sound"
