Cut, copy and paste are all part of the same functionality and cannot be
individual modified. When you copy something, how do you know it copies
successfully? For instance, if you choose a file and then choose Copy, and
then go somewhere else and Paste is grayed out, this indicates that it never
copied properly in the first place.
The first thing I would try would be to run SFC /SCANNOW from the Run line
and have it check all the system files to make sure nothing is missing or
corrupt.
