Enabling password change via OWA

I am trying to set up password changes via OWA, on a 2000 Exchange
server. I installed a certificate and enabled SSL. The instructions

say to run adsutil to set passwordchangeflag. I am getting a
"adsutil.vbs (or one of components) is missing". The script is there,
so I am assuming I must be missing a VBS library. Can anyone point me
to prerequisites for VBS on 2000 and what I might be missing, or
better yet, and alternative method for enabling my password change.
I am connecting to my ssl port and getting a login, but it keeps
reprompting me for a login until I get a login failed after my third
try. I can connect with a good username. It only will not let me in
when I have 'change password at next login" set.

Use ADSIEDIT.

Thanks for the response. I am superficially familiar with adsiedit,
but cannot find any docs on how to enable web based password changes
within it. Can you provide any links?

Oops. Sorry. It's not ADSIEDIT, but either METAEDIT or MDUTIL. The
property being changed is in the metabase.bin file, not the AD.

Metaedit's probably the easier of the two since it has a GUI.

You'll find the parameter in the LM/W3SVC container.
