Enable Windows Hotkeys

For some reason my Default Domain Policy is preventing users from using
Hotkeys (for example WINDOWS+E). I know it is the Default Domain Policy BUT I
have not set anything to disable the use of Hotkeys. This is driving me
crazy, can anyone out there help?

I've tried the reg hacks NoWinKeys but that didn't work. I've searched
through the Policies and nothing is set to disable Hotkeys.

Why do you think it is default domain policy? Domain Group Policy has no
settings defined by default other than Domain Security Policy. I can't think
of anything offhand in security policy that would cause that. If you run
gpresult while logged it will show what Group Policies are applying to a
user or computer and the /v switch will give much more detailed info. Try
checking Control Panel/keyboard and Device Manager for the keyboard to see
if a there is a problem. If you have an XP Pro computer on the domain,
download the Group Policy Management Console to see how your Group Policy is
