enable TCPIP without gui

hi,

im installing a loopback adapter using devcon.
i set IP and mask for this connection using netsh.

this all works fine, but on some systems the connection comes up without
TCPIP enabled (newer IBM notebooks).

is there a way to enable TCPIP for a connection without using the GUI?

any pointers welcome,
