Enable Dragging and Dropping

I am unable to drag and drop any program,when I checked with Start Menu it is
missing from the list.Can anyone help me to regain this in my start menu.

Enabling Remove Drag-and-drop context menus on the Start Menu from Group
Policy\User Configuration\Administrative Templates\Start Menu and Taskbar
sets NoChangeStartMenu to 1 in both of these keys...

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Group Policy
Objects\{AC0373D9-0009-4AAB-9430-3DAD3030B4B8}User\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
and removes Enable dragging and dropping Start Menu Properties.

Setting Remove Drag-and-drop context menus on the Start Menu to Not
Configured from Group Policy\User
Configuration\AdministrativeTemplates\Start Menu and Taskbar deletes both
of these keys...
