Enable Automatic Configuration Using Group Policy on Netmeeting

I have seen in Group Policy that seting up netmeeting can be automatic from
User Configuration > Administrative Templates > Windows Components >
Netmeeting > Enable Automatic Configuration. It needs URL to do the template
but don't know how to create one. Is there anyone used this?
