Enable ActiveX Group Policy

I have a fairly straight forward domain on server 2003 with locked down XP
SP2 desktops and I need to enable ActiveX for all restricted users. Can
anyone help me find the right settings to allow the users to be prompted in
the information bar? Thanks in advance!

You can do that on
User Configuration -> Windows Settings -> Internet Explorer - > Security,
then select Import current security zones and privacy settings, than choose
Modify Settings.

Then you can costumize settings as you want.
 
Thanks, I know I'm a little late...but...that part I had done, problem is if
the user isn't and admin, it still doesn't run. I believe it has to do with
the downloaded program files folder rights and hive rights, but I can't
figure it out. If the control has been run by an admin, it works for the
restricted user, but otherwise, no dice.
