Empty Temporary Interenet files on browser close option is not listed in control panel properties.

I have checked several times in the advance section and it is not listed. Any
help would be appreciated. I have XP Pro SP2 installed.

Scroll down to the security section and it's the eighth box.
Control Panel, (or IE> Tools)>Internet Options>Advanced.

See if this command gets the missing option back:

regsvr32 /n /i inetcpl.cpl
 
Thanks Vincenzo, but when I execute that command Ie opens up with a blank page
and says it can not find the server, What's going on? Any other ideas or
suggestions?

Try this.
Close IE/OE.
Start -> Run -> iexplore.exe /rereg -> Ok.

No idea, but the option/string comes from the file inetcplc.dll. Perhaps
extracting a new copy of this file from XP CD should help. Extract it to
"%systemroot%\system32" folder

-or-

Simply change the value of "PlugUIText" from

"@inetcplc.dll,-4750"
to
"Empty Temporary Internet Files folder when browser is closed"
