Empty Temporary Files on Close not working

I have a fairly new XP PC with IE 6, and I have the "Empty
Temporary Internet Files folder when browser is closed"
switch turned ON. However, they never get deleted unless I
manually do it with the "Delete Files" button. I found one
reference to this in the KB, mentioning a third party lock
on the folder or files from a program such as anti-virus
software. I turned off my Norton Antivirus as a test, but
the problem did not go away. Any help would be greatly
appreciated.

When you select that option it modifies the following entry in the Registry:

; where the value of "0" empties the cache when the browser is closed

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Cache]
"Persistent"=dword:00000000

If the above is correct, then most likely your cache folder(s) is corrupt.
