Empty rows in in subreports in spite of CanShrink property

in my detail section there are 5 rows but I leave some of them empty if there
is not data avail.

I have set the CanShrink properties to Yes but I guess this works rather
unrelyable.

does anyone know why this is weather dependent ?
 
looks like the CanShrink properties of all textfields of a given section are
ignored as long as the section's CanShrink main property is set to No.

is that a bug ?

Nope. That's how it should work. The distance between the top of the top-most
control and the top of the section as well as the distance between the bottom of
the bottom-most control and the bottom of the section are always constant. The
controls cannot shrink unless the section can shrink.
