Empty files popping up

Can someone tell us under what circumstances the system
(XP) would set up an empty file under "Documents and
Settings" on the hard drive? My co-worker says this
popped up sometime last week and the system will allow her
to move the folder into the recycle bin, but when she
restarts her computer, the file reappears in the same old
place.
