I want to set the Empty the Deleted Items folder upon exiting option
automatically. ORCA? GPO? Registry? Command line option? In Exchange 2007.

For all users? Why not use Exchange's folder management to empty the deleted
(and junk folders) on a regular schedule. It causes no problems - while
empty on close may prevent outlook from closing cleanly.

Otherwise, the setting is stored in the registry so you can either use a
logon script or GPO. It's EmptyTrash key at
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\Preferences (if not
using outlook 2007, change the 12.0 to represent the correct version of
outlook)
