I emptied my recycle bin and then realized I had sent all
my photos there, us there any way to get these back?

There are various third party utilities for recovering files - I know that I
have one included with Norton System Works. Make sure you don't do much else
with your system in the interim, because once you take these files out of
the recycle bin, then Windows will assume that the hard drive space they are
sitting on is fair game, and can write another file right on top of it. (In
other words, the file will exist until something else is written there, so a
third party utility has a chance of finding it and restoring it only until
that happens, unless you spend a lot of money to send the machine off to
data recovery experts.)

"Deleting" a file doesn't actually delete it; it just marks the
space as available to be used. There are third-party programs
that can sometimes recover deleted files. The problem is that the
space used by the file is likely to become overwritten very
quickly, and this makes the file unrecoverable.

So your chances of successfully recovering this file is decent if
you try recovering it immediately after deleting it, and rapidly
go downhill from there. If you've been using the computer since
then (for example to write this question and read this answer),
your chances are probably very poor by now.

But if the file is important enough, it's worth a try anyway.
Stop using the computer in question immediately, if you haven't
done so already. Download an undelete program on a friend's
computer and bring it yours on a floppy to try.

If this fails, your only other recourse is to take the drive to a
professional file recovery company. This kind of service is very
expensive and may or may not work in your case.

there is a free 3rd party tool you can use it its made by PCInspecter and is
called file recovery. you can find it @ their site (don't know URL)

Note: The sooner you recover your files, the better the chances of recovering them intact. The longer you wait, the more likely the space that was freed up will be overwritten.

I HAVE ALSO MADE THE MISTAKE OF DELETING MY DIGITAL
PHOTOGRAPHS BUT I HAVE NOW RECOVERED 90% OF THEM I
DELETED THEM OVER 6 WEEKS AGO AND ONLY RECOVERED THEM
YESTERDAY I FOUND A PROGRAM CALLED "RECOVER MY FILES " IT
COST $69.95 APPROX £40.00 BUT WAS EASY TO USE AS YOU CAN
PREVIEW THE PHOTOS BEFORE RESTORING
HOPE THIS HELPS
