Embedded objects

WinXP, Office XP-SP3

I have a user who creats a link to a Word document within
Outlook to send to multiple people instead of sending the
actual file to the list.

For some of the people on the list (OS and office version
above) when they go to open the file (double-click)
nothing happens. Is there some security setting within
Outlook XP (relating to embedded objects) that is
preventing these files from opening?

Have they users unable to open the link, hit ctrl while clicking on the link. This may help if you have not already tried it.
 
The file has been created to be displayed as an icon
(looks like a regular shortcut). Outlook does not
indicate that <ctrl> is needed to open the file.

I am using Office 2003 and I am able to open it but a
message pops up about embedded files and making sure it
is from a trusted source...etc...

I am wondering of SP3 has effected the secutoty settings?
