"HTML Email" is what you're asking about and I suppose they can be quite
effective but there are disadvantages.
Disadvantages:
- User may not allow HTML email in their mail client
- Mail client may not support HTML messages at all
- Mail message may not have the objects such as images embedded in the
message - they may require 'absolute' links with images and so on hosted on
a web server.
Alternative solutions:
Create a web site of the newsletter and send the readers a link to the site.

Create a newsletter in MS Publisher, convert to PDF and sent it as an
attachment to your readers.
-- OR --
If you really wish to, you can of course use FP to create the newsletter,
and copy/paste into a email message but considering the above disadvantages,
you might have unexpected results as an email program is not a web browser
and may not render HTML code properly, or may only support the most basic
HTML markup tags.
