hmmm... Thanks Diane
That prompted me to go back and look at the individual contacts
themselves.
What I found was that all the contacts that had not been included had one
thing in common... If "Display as.." contained the contact's name PLUS
the
email address in parenthesis, it was not included. Editing each contact
to
remove the email address in parenthesis from "Display as.." and only leave
the contact's name itself, included it in the subsequent email.
I now have all the contacts in the category included in my email but why
would the contents of "Display as.." cause it to be excluded?

do you see the addresses when you press the To button? If not, the
missing
addresses are not resolved as contacts.

There doesn't seem to be any rhyme or reason as to which addresses it
leaves
out. It does similar things with every category - always misses a
significant number of addresses from the "To' address

I understand how to email to a category listing but, when the email
is
created, not all the email addresses from the category are included?
I
have
a category with 80+ entries and only about 15 are included in the To
address
Any help appreciated.
