Emailing Text Files

Does anyone know how I can email a text file using Win XP by NOT using
Outlook or Express? I want it to be scheduled to automatically email itself
at a particular time.

If you have IIS SMTP service installed, drop a text file in the
"C:\Inetpub\mailroot\Drop" folder.

The text file should contact the usual "From:", "To" text, etc.
