Emailing Automatically

I have a customer who requires an Excel Spreadsheet to be sent to them at
9AM, 12PM, and 3PM. Does anyone know if you can set up outlook or another
program to e-mail a template message with the file attached at the set times
each day automatically?

I know a little Visual Basic.Net, if there's a way to program a script to do
this using VB.Net please inform me of this.
