When I send/receive, my windows mail freezes at receive message 36 and will
time out. Also the first 35 messages are multiple copies of of the same
approx. 7 messages. Today I received 155 messages all copies of the same 7
mails. I have tried multiple changes to the account preferences with no
avail. My internet security indicates no virus when scanned.
Could this be a server problem?
 
No this is not a server problem. It is a Anti Virus program problem. If you are scanning your incoming and outgoing emails then shut that down by uninstalling your AV and then re-installing it without the email integration(scanning). Just disabling the scanning will not work on some AV's . Since you did not tell us which one you are using along which email client this is as much as I can advise you with at present
