some email programs offer the SENDER the option of recieving a notice when
their email has been opened/read by the reciever. Is there any way for the
reciever of such email to block this option. I am using msn.com for my email
and do not want this information sent back to the SENDER.
 
That depends on the program/web site. Check the user options for this
feature.

for this but find nothing that relates to this. If there is nothing listed,
does that mean that I can not block this feature of someone elses program ? ?
What happened to the security of MY computer ? ?

I don't use MSN.COM for e-mail, so I don't know if this is web based or an
actual program. If it lacks the option to prevent sending read receipts,
then you'll either have to complain to MSN or switch to some other e-mail
site/program.

The capability is RFC based (a standard of sorts). If you have web
based mail your machine is safe as it does not participate in that
aspect of the transaction. If you have POP or IMAP based email
client your machine is still not normally part of the transaction.
If your interface is SMTP based you should have configuration control
over the behavior.
