I have had windows mail for less than a month and have had to delete account
and then reset up account with same info twice already. Now it has done it
again. This is the error message:
The connection to the server has failed. Subject 'Re: Just checking',
Account: 'pop.yadtel.net', Server: 'smtpauth.yadtel.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10013, Error Number: 0x800CCC0E

That error message does not indicate account corruption.
When you got that error message, was your Internet connection
being obtained from Yadtel? Or were you using a laptop away from
home?

Uh, throwing the kitchen sink at it is not very useful.
In fact, nothing on that web page has anything to do with this issue.

I am using a laptop while traveling. Thanks for any help

In that case you are definitely experiencing a port 25 block.
As a general rule, the owner of the SMTP server you are using
must be the same as the entity providing your Internet connection
at that moment. For more on this policy see
http://www.postcastserver.com/help/Port_25_Blocking.aspx

The available workarounds when sending away from home are as follows:

1. Use webmail for sending (via your browser).
2. Ask your home ISP if they have a port other than '25' for SMTP.
3. If you use the same away-from-home connection frequently,
substitute the SMTP server belonging to that connection. This is a bit
tricky, but if you want to go that route, I can provide more details.
4. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, set it up in Windows Mail, and use that for
your sending chores. Gmail uses port 465 for SMTP, which is not blocked
like port 25 is.

if that is the case -- why does it work fine for a while after deleting
account and then reestablishing the same identical account?

Does this problem ever happen when you are at home? If so,
there is one other condition that produces similar symptoms.
That would be interference from an antivirus program. Which
antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
