Email using Categories

I am using Outlook 2003 and I am sending an email to a large amount of
recipients. Distribution lists can become cumbersome and have maximum size
limits. I have learned that there is a way to send an email by category. If
I label all my contacts that I want to email as a certain category, and then
view those contacts by category, I can go into the "Action" tab and send an
email to all of them. Is there a limit to the number of contacts that
Outlook can populate into an email when sending email by category? I
received an error message.

Here are specific directions as to what I am doing:
Use Contact Categories as Distribution Lists in Outlook
To create a distribution or mailing list with categories in Outlook:

Go to Contacts in Outlook.
Highlight all contacts you want to add to your new distribution list.
To add people not yet in your Outlook contacts, create them first using
Ctrl-N.
Click the Categorize toolbar button.
Select All Categories... from the drop-down menu.
Click New....
Type the distribution list's desired name (e.g.
"Friends and Family (List)").
Choose None from the Color: drop-down menu.
Click OK.
Click OK again after you have verified the new category is checked.
To add new members later, assign to them the appropriate category
individually.

Send a Message To Your Category Distribution List
To compose a new message or meeting request to all members of the
category-run distribution list:

Go to Contacts in Outlook.
Select View | Current View | By Category from the menu.
Click the desired list category's heading.
Select Actions | New Message to Contact
Click OK if Outlook notifies you that your action will apply to all items in
the group.
 
Most mail server admins restrict the max number of recipients per email.
Some form of sending individual emails is the way to go. Either try mail
merge (look it up in the help) or try our email scheduler
(http://www.repeatmail.com) which will allow you to send multiple individual
emails, html or plain text, with attachments, either as a one-off or
regularly at a specified time and interval. The recipients list can be drawn
from your Outlook Contacts, a plain text file,database or spreadsheet. It
also allows you to specify the interval between each send so as to avoid
triggering any spam limits on your account

If the server admin had the ability to increase the max number of recipients
per email, would this solve the problem?

My goal is convenience, automation, and less maintenance & process when
sending a mass blast.
