Email "TO:"

Outlook 2003, Exchange 2003.

I have configured the address book "Tools, AddressBook, Tools, Options.
"When sending email check names using the address lists in the following
order:" to all available address books including public.
However, when email To:, the only address book it checks is the current
selected. Is that normal behavior? If so why have the above dialog?
Perhaps I should note that we are not using Exchange mail boxes.
 
outlook should check them all, but once it finds a match, it quits checking.
so if Bill is in the first and last, once it finds the first bill it stops
searching. But if Bill is only in the last, it will search until it finds
it.

Thanks. That is what I would expect. However, I am definetly searching a
name found only in Personal Contacts with Public Contacts open. It does not
find the contact.
