Email starting with #

Currently I cannot send emails whos addres starts with
#. I am part of a pension committee (through the
American Society of Pension Actuaries - ASPA) that uses
the # character on their listserve addreses. My computer
is not allowing those emails to be sent. I get the
following message: Your message did not reach some or all
of the intended recipients.

Subject: TEST ONLY
Sent: 09/19/2003 10:29 AM

The following recipient(s) could not be reached:

'#[email protected]' on 09/19/2003 10:29 AM
554 illegal address syntax:
<#[email protected]> Failed

NOTE: I was able to use # previously. I think the problem
started when I updated Outlook. Is there a setting that
has to be changed? Where ? How? Any assistance would be
greatly appreciated.
 
That message that you're getting is from the server receving the e-mail that
you sent.

Who would start his e-mail address with a #? I don't think that's valid.
It seems that aspa.org's pop server agrees.
