I've got a small problem with adding an email signature from a html file to
Outlook 2003.. well not a problem adding it its more like.. when the new
message is opened the Outlook changes the font.. This does not happen with
Outlook 2007 does anyone have any idea?

I've had a look, the problem now is that I am able to add the html file as a
signature the only thing now is
when I do a forward or reply of a message some how it changes the type of
letter and size.. is this normal? How am
I able to correct this?

Since Outlook uses the format of the original message for replies and
forwards, I'd say, yes, it's normal.

I don't know of any way to "correct" it, since it's not broken. You could,
however, see if Tools>Options>Mail Format>Fonts>Always use my fonts helps.
Since I never send HTML: messages, I don't know if it will.
