Sounds like your dial up isn't properly configured somewhere. Contact your
ISP techbnical support. They will talk you through resetting the
parameters, including IP address, the four sets of up to three numbers
apiece (Mine gave me a static addy and an alternate; My dial up doesn't
have to go out searching for the thing.)

Some more information would be nice. How are you trying to access your
email? If it's Outlook or Outlook Express, try that newsgroup.
