Email sent via Exchange instead of external SMTP from within applications

Outlook 2002 in an Exchange 5.5 environment. User also has a
POP3&SMTP account configured.

When creating a new email message, user can select the external SMTP
account to send the message no problem. This works great.

However, when user is inside any windows application, like Word, Excel
or even just in Windows Explorer browsing files, and chooses to Send
File, Outlook 2002 insists on using Exchange.

Even when user specifies to use the external SMTP account and Outlook
2002 says it will use the external account, it doesn't. Email still
goes out Exchange.

Have changed the default to the external SMTP account and no change.
Outlook insists on using Exchange.

My gut is that this is a Windows setting problem, not an outlook issue
per se, as it only happens when sending files from within Windows
Applications.

Any suggestions?

And I found Jeff Stephenson's reply to someone else (MOJO) who had the
exact same problem as I do.

His reply doesn't work because the Registry Entry he is referring to
doesn't exist. He doesn't say to add it, simply to change it, so
perhaps I miniterpreted it?

The other issue with his reply (reproduced below) is that this happens
even if Outlook 2002 is up and running.

Here's his message:

Actually this setup works properly and *is* supported in Outlook 2002
(it's
my default profile). The problem MOJO is encountering is that the
message
is submitted to the Exchange message store, but without Outlook
running
Exchange doesn't know that it isn't supposed to send it.

The solution to the problem is to create the DWORD registry value
StrictAccountOrder in the registry key
HKEY_CURRENT_USER\\Software\\Microsoft\\Office\\Common\\MailSettings
and set
it to a non-zero value. This prevents the mail from being sent until
Outlook is running and can properly control which account is used to
send
the mail.
 
My bad! After I sent it I saw he did say to *create* it. I was
expecting to see the Key already in the reg, but I went ahead and
created the Key and the DWORD, rebooted and now it is working
perfectly!

I am having the same problem with numerous PC's loaded
with Outlook 2002. THE MAILSETTINGS KEY DOES NOT EXIST!!
What now? Do I add it?

Tried to talk to MS but they insist on charging me first
and then may refund my money. Should I hold or hit me?

Go back and READ the message to which you were responding. I'll quote it
again:

I emphasized the important word for you (create) that you missed the first
time.
