Email Progress

When I send a somewhat long email from my work computer a progress
window pops up that shows a bar indicating the transmission progress.
When I send a similar message from home, no such window appears. Does
anyone know what settings govern the progress bar?
 
At the bottom right you see a sending indicater when you send a message.
Doubleclick on it to bring up the progress bar.
