Email problem

We just recently set up two of our servers to act as
DNS and WINS, and DHCP servers.

We set everybody up to get the IP address dynamically
with the exception of two, who are static because they
PCanywhere to their computers from home.

The problem is i can send the same email out on all the
dynamic machines and it takes 3 to 5 seconds for it to leave the
out box.

But on the 2 static machines, it takes 35 to 40 seconds. I know
it's not an Outlook problem, because some of our programs send
out emails via code. These emails also take the same amount of time
as Outlook. I can change the static machines to dynamic and
they respond like the others, but when they are changed back to static
the emails take 35 to 40 seconds again.

For the static machines, one is running 2000 and the other XP.
the server ip address for wins and dns were added via the dns and wins
tabs.

Anybody got a solution for this?

Did you put those static IP's in the Excluded scope in DHCP-server?
Does WINS and DNS on those clients point to the server-IP?
