email notification

What third party program can I use to have viewers submit their email, then
when the site is updated a message with a link to the page or site is
automatically sent to them to their address?

This could probably acheaved with some asp coding but it would be
problomatic. Lets say you change a line in your web because you discovered a
typo, an email would then automatically be sent to your customers telling
them the site has been updated.
You could try a "mailing list manager" to send your customers notice when
you have updated the site
