email notification for public folders

How do I get Outlook to generate an email notification when a new item or
response has been placed in the public folders? I am trying to use the
public task list for group projects but they want a notification like the
ones they get with their personal lists. Is this possible?
 
Outlook wouldn't be the one handling this - what version of Exchange?
 
We have Exchange 2000 I believe.
When I go into the properties of the folder and click the 'admin' tab and
try to set a rule for the 'folder assisant' it tells me - Changes for this
rule can not be saved. You do not have the send as, permission
required................
What gives?

Have you granted yourself "send as" permissions?

Where do I acquire that permission? I have checked every setting I know and
set myself up with all the Admin rights I could find on the server. I guess
I just don't know where to find that one.
