email not sending

I can receive, but not send get this message

The connection to the server has failed. Subject 'Re: good morning',
Account: 'pop.secureserver.net', Server: 'smtpout.secureserver.net',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number:
0x800CCC0E

I have already restarted computer, and unplugged and replugged internet?
Using Windows Mail on Vista???

Please help ASAP
 
Secureserver.net provides email service for many ISPs. The best thing for
you to do is to find the instructions for your ISP. However, here are the
generic secureserver.net settings.

Yes, it says Outlook Express, but Windows Mail is the same. Two things stand
out:

1. Your outgoing server port number, on the Advanced tab of Windows, should
be 80 instead of the standard 25.

2. This may also be a problem:
"NOTE: "smtpout.secureserver.net" is an SMTP relay server. In order to use
this server to send e-mails, you must first activate SMTP relay on your
e-mail account. Log on to your Manage Email Accounts page to set up SMTP
relay. If you do not have SMTP relay set up and your Internet Service
Provider (ISP) allows it, you can use the outgoing mail server for your
Internet Service Provider. Contact your Internet Service Provider to get
this setting."
 
Change the outgoing server port number from 25 to 80.
You can make that change here: Tools, Accounts, select that account,
Properties, Advanced.
