Email is delayed in sending and receiving

I am using Outlook 2000 on an XP machine using an Exchange Server. Our
email, both incoming and outgoing, is irradic. We cannot find any toggle to
even set the time between searching the server for mail.

What is really strange is that when you write an email and click "send," it
goes into the Outbox and sits there. IF you click on the outbox, no matter
how long the email has been sitting there, it will send it immediately. At
that moment all outgoing mail is sent and incoming mail is received.

This is happening on more than one machine in our office.

What we need is to figure out why, how to get our mail to respond
immediately and not with a time lapse. By the way, this happens for external
pop3 mail as well as internal mail
 
I am replying to my own here to try to get help...I am a newbie in this
discussion group and need help. Any ideas out there?
