email attachment location?

Sometimes when I attach a file to an email, it places the icon in the
body of the email and sometimes as a label in an "attachment bar" just
below the "subject" line. How do I adjust the setting so the
attachement always goes into the attachment bar. I have MS Outlook
2003. Thanks for any help.

Never use RTF (Rich-Text Format) when composing an e-mail. The only
users that can read that RTF e-mail are those that also use Outlook (or
use a 3rd party viewer app). Can you guarantee that every recipient of
your e-mails is also using Outlook?

Use either plain-text or HTML format when composing e-mails.

If as the OP states, sometimes the email is RTF and sometimes HTML or
Text, I would guess that he's either set up contacts to accept a
particular format or he's replying to an email he's been sent. In either
case I would suggest that his settings are perfectly OK.

When you select Rich Text format for your message, Outlook shows the attchment
within the message body. When you use Plain Text or HTML fpormat, the
attachment shows in a field by itself under Subject.
