email address not usable unless a contact is made

I have no problems with using my contacts in my sending of emails but
was today surprised when I could not manually add a string of email
addresses pasted in bcc from a notpad file. All had a semicolon after
them .

A window popped up askingf if I wanted to make contacts of each. I could
not send the email unless I made each name a contact.

Is this normal?

Be assured that I was not wanting to use this facility to send spam! I
am a member of a club which is in three cities. In sending
announcements about meetings I do not want to release email addresses to
everyone but they do know that the email is from me.

One group has constantly changing student members and I do not want to
add these individuals to my contacts as I already have 3300!!

Is there any way I can do a cut and paste into either bcc or cc?

Students for some reason seem to have partially random alphanumeric
email addresses probably pre-assigned to them and I find it a real pain
to enter each one manually

Have you looked into creating Distribution Lists? You'd still have to enter
each name and address individually into the DL, but you'd have it available
to use from then on.

I have them in a sub folder of the contact folder but will try using a
DL.

Well gee, if you already have them in a Contacts subfolder, why don't you
just use Select All > New Actions > New Message to Contact?

I have the ones already entered in the sub folder. Its the dozens of
student email addresses which I wanted to cut n paste into a new email
header without having to actually make a new Outlook contact for each
(as they are temporary students).

So it appears that the only thing I can do is to cut and paste each one
individually into a new mail

You've lost me. How could they be in a Contacts subfolder if you haven't
created a Contact Record for them? Contacts Folders contain Contact Records.

I recall that my original post mentioned that I used a Contacts
subfolder for all of the club members EXCEPT for the ones who are
students.
