Sorry, but Outlook doesn't access web-based accounts. They must be POP,
IMAP, Exchange, or Hotmail/MSN/Windows Live accounts (HTTP). "Web-based"
means you'd be accessing them with a web browser. Please be explicit in
describing the account types(s) you've created. Also, keep in mind that
"folder sets" and "accounts" aren't synonymous, so "accounts" do not appear
in the folder list, folder sets do. I'll grant that for some account types,
the account and its folder set are linked so that you can't have one without
the other, but they're still separate concepts.
Your default folders (the delivery location folders) are likely to appear
first and I don't think you'll be able to do anything about that. If the
accounts are IMAP or HTTP, their folder sets may appear in the order in
which you add the account to the mail profile, but I haven't experimented
enough to know if that's true always. It could be that Outlook will always
alphabetize the folders sets based on their display names.
