EM_EXEC on server

I have a simple no-touch app that I can run from my workstation and from a server with the 1.1 redistributable. The same app runs on my workstation under IIS no-touch; when its loaded I can run the taskmanager and see that both the .exe and EM_EXEC are running. When I attempt to run it on the server in IIS no-touch the app times out; when I load it I can see that EM_EXEC isnt be loading.
Any ideas why, what to do

Are you sure this problem is related to Windows Forms programming?
 
For a windows app to run under iis no-touch deploy, it runs in EM_EXEC. Is it windows forms programming? No. Is it necessary to understand what the problem was to deploy an windows forms app on a server? Id say this belongs here; its not like there is a framework.windowsforms.deploy newsgroup I can post it to.
